The project consisted of rebranding the existing Caesars Riverboat Casino in Elizabeth to the Horseshoe brand while the facility remained open to the public. The remodel project included four decks with a total floor space of 125,000 square feet. At no time during construction were ship services disrupted or visitors inconvenienced. Close communication with the ship's captain and engineers as well as the Coast Guard determined when materials could be loaded based on changes in river level. Communications with gaming officials and facility staff coordinated layout of games and services to ensure that each of eight construction phases was completed on time and minimized impact of construction activities.
